The conclusion was that progress toward the 40 percent phosphorus reduction has been "painfully slow... and lacking the comprehensive approach that is needed to effectively address harmful algal blooms."The OEC's Meyer praised farmers in the Maumee River watershed who have obtained certification, and those who are employing practices that reduce phosphorus runoff such as planting cover crops, buffer zones and wetlands. But voluntary compliance isn't sufficient to reach a significant reduction, she said."Every year, the people of Toledo brace themselves, is it going to be toxic or not? Bottled water is flying off the shelves. People are really worried. It's having a real impact on people's psyches and their quality of life," Meyer said."We need to say enough is enough, it's time to get this done. Every year there's a bloom. Bridgeport Ranger District of the Humboldt-Toiyabe National Forest, Bridgeport Ranger District.Located just north of Sweetwater Summit on Highway 338 between Bridgeport and Wellington, Sweetwater Flat is about 25 minutes drivetime from Bridgeport. According to Sage-Grouse Project Coordinator Monique Nelson, Sweetwater Flat provides prime breeding and nesting habitat for the Bi-State sage-grouse. "In 2010, the Forest Service removed conifers from the sagebrush ecosystem to promote habitat connectivity and remove trees that provide perches for sage-grouse predators," Nelson said. "Many small conifers are now coming up in the treated area and are ready for us to do project maintenance by cutting down new seedlings and saplings to prevent new perches from establishing."Nelson said the area is fairly open and flat so it amounts to wandering through the sagebrush looking for any small trees and when found, using loppers or hand saws to cut them at the ground surface."We plan to enjoy the fall morning out on Sweetwater Flat starting at 9 a.m. and ending around noon," Nelson said. Working with NJCCC, Anderson wants to continue the city’s annual recycling summit, founded in 2015, where Anderson brought in an EPA spokesperson, mayor, and council to discuss how a community can effectively increase recycling.In addition, she hopes to implement a poster contest, where kids can create drawings to be featured on a billboard for clean communities.Said Anderson: “Young people are the future. They have to take it to the next level, the government, state – wherever it can go even further.” Anderson admits her job isn’t always easy, but is committed to community education.“Recycling is a process.
