Tons of trash, polluted water, flash floods that endanger the homeless and public safety convinced the Colorado Springs City Council to pass a controversial ban on camping near streams and waterways Tuesday. Introduced in February, the ordinance makes it an offense to camp within 100 feet of the bank of a stream. The maximum penalty is $2500 and 189 days in jail. For juveniles the maximum penalty is $500 and a sentence to probation. The ordinance includes a mandatory warning by police before a summons is issued. Homeless advocates see the ordinance as unfair to people with no other place to go. City staff sees it as an issue of public health and safety that cannot wait. “There are many factors that are causing the unsafe waterways,” said Councilman Yolanda Avila. “It’s not just persons experiencing homelessness camping in those areas. The 911 call came in at 1:08 a.m. to a Colorado Springs police dispatcher: Suspicious “truck” in the 1100 block of Holli Springs Lane.When Falcon Division patrol officers arrived, they saw a man had fallen asleep in the cab of a truck. They rapped on the window.What followed was like a scene from a Three Stooges movie remake, according to a police report.The man immediately put the truck into gear and careened down the alley directly into the officer’s patrol car. The man then crashed the truck into a trash bin, pushing it into a parked car. Still going, the collided with a second trash bin, causing the truck to tip over onto the passenger side.Undeterred, the suspect crawled out and ran. He then tried to hide behind a washer and dryer on the property of a nearby four-plex, the report says.Police brought in a K-9. COLORADO SPRINGS, Colo. — Police in Colorado Springs now have dozens more eyes looking out for trouble around the city. Wednesday, they educated Waste Management workers on how to report suspicious activity.It was a morning of presentations and tests, followed by certification.“I think it is fantastic that these drivers are willing to step up and assist the police department in doing this,” Falcon Police officer Chris Ausec said. “It’s something that is going to benefit the communities as well as the drivers and their families.”The idea is a neighborhood watch on wheels. When a driver reports something to dispatch, law enforcement is notified immediately.“These guys know their communities,” Southern Colorado Waste Management District Manager Dave Bernal said. “They are there every day. Keep Colorado Springs Beautiful has teamed up with the Salvation Army and Springs Rescue Mission to clean up the homeless camp between Colorado Avenue and Highway 24.It was reported this is the third time the site has been cleaned, but this time homeless service providers are on hand to give campers resources to help them move on to new chapters of their lives."We hope this time with the presence of the service providers that the homeless that are in the camps will utilize those services and then be in a place through the course of this winter where they're not in a cold environment," said El Paso County Comissioner Stan Vanderwerf.The clean up will continue throughout El Paso County over the next two days. ...
